	ĄThe strategy and the investment programmes are considered to be complimentary to other components of the energy strategy identified in the Master Power Plan in that the energy access strategy is clearly focused on meeting the MDGs
	ĄEnergy interventions and investments in this strategy are designed to have a high impact, be low cost, and have business models and delivery mechanisms that will allow rapid scale up.
	ĄThis framework is designed to choose the most cost-efficient and technically viable options, i.e. the Ňlowest hanging fruitÓ. The investments in these energy interventions are considered to be easily implementable first tranche investments that will be followed by additional investments in complimentary technical option
	ĄThe EAC, as the coordinating institution, will provide regional services to Partner States that will provide added value to designing and implementing investments on a country by country basis. These include harmonization of national policies including mainstreaming energy access into PRSs, encouraging allocation of national budgets to both national and regional energy access activities, promoting and securing investment financing, sharing experiences and lessons learned, etc.
